Why does America Intends to Send Additional 1000 Servicemen to Syria?

According to the Washington Post, the Pentagon has drawn up a plan to send additional 1000 ground troops on the eve of the attack on Raqqa, which is considered as the capital of Islamic State terrorists in Syria. It is noted, that if the plan be approved by the US President Donald Trump and Defense Secretary Jim Mattis, the size of the American contingent in Syria will be doubled. Currently there are about 500 American soldiers and officers, 250 Rangers and 200 Marines in the territory of Syria.
Under the plan, the servicemen will lend assistance to the Kurdish Democratic Forces to fight against terrorists in the northern part of Syria as well as coordinate the actions of the International Coalition jets. But will it be really so?
It cannot be ruled out that, such actions of the United States can only lead to the escalation of the Syrian conflict, which has been lasting for more than 6 years and also requires a political settlement, rather than military intervention of a foreign state. The Syrian Army and its allies have gained enough experience of conducting military operations against terrorism. And they are able to drive ISIS terrorists out of Raqqa and then liquidate them in Deir ez-Zor.
The U.S. military campaign is being protracted and lead only to a great number of casualties among civilians and destruction of urban infrastructure. Early, in interview given to Hong Kong Phoenix TV channel, Syrian President Bashar Assad stated, that any foreign troops coming to Syria without our invitation or consultation or permission, they are invaders, whether they are American, Turkish, or any other one.
